It can't find the image. Check the Tiles folder, make sure there's no files with screwed up names like Æ‚à‚É�AŽ. If there is you need to extract the game with something that can use Japanese characters, like WinRAR...

Have you tried opening the ".exe" using a "locale emulator" of sorts, sometimes RPG maker games can't find the proper files due to Japanese file namings. There is an open-source locale emulator on Github, I highly suggest using it.
