Maybe try downloading with a different browser (I use Firefox and it works fine for me) or use a free web proxy.

The language for this is Chinese, so you likely are missing a Chinese language pack

I'm running into the same issue with the misnamed file.

go into graphics/titles1 make a copy of the thing that has those texts next to 1.02 or w/e
and rename to the appropriate number 1.082 Picture in question looks like a title screen.

Whichever file in there looks like the title screen, the error when you launch the game tells you it's name. It's the only one in there with 1.02 in the name
