I think it's decompression issue. Try using WINRAR > CTRL+E > 932 (JAP) and unpack after that
Perhaps. I downloaded the game and started extracting only to see the crazy characters on my new machine. So I quickly changed the locale then re-extracted and the crazy characters went away. The guy probably hasn't change his PC settings correctly and has broken directory links in his game folder so the exe can't find them.

Have you tried to change your system non-unicode language to japanese?
Try installing the japanese RPG maker and extracting/installing all game files that way aswell.
I tried setting my system to JAP but I still have the issue. I even reinstalled Locale Emulator but it changed nothing.
I don't understand this.
The issue seems the patch itself, I can run the Jap exe, but not the EN one. Strange.
