I want an upgrade, looking for some advice.

Currently running an old garage sale prebuilt HP that has an i5-4590 with its 4600 iGPU and 8 gigs DDR3 memory. My budget is about ~100 USD.

I definitely need some sort of change with this system, it's getting slow and some games are unplayable. Not sure if I should put some money into this pc or just get another used one.

From what i've read, this MOBO can handle up to 75 watt cards without needing a external power plug, as this power supply doesn't have one (250W PSU.) So finding a cheap GPU is an option as well. Is this CPU worth it to keeping?

This sites genre of games are the only ones it really sees. Otherwise its basic browsing stuff. Although normal games is also appealing too.

There is a higher end i7 4-core with a 5GB Quadro for sale for a pretty good deal locally.

Unfortunately, CPU does very little when it comes to gaming. It really depends on what kind of "gaming" you want to do, but honestly, 8gb ddr3 ram would probably make you struggle to even browser the internet.

As long as i'm not trying to multitask it's honestly not too terribly bad at browsing, plays yt videos and google docs fine.

depend on what you are planning to do and 100 dollars won't do you any good you might able to get a new keyboard and mouse that's about it

That sounds like some workstation, and "Quadro" as in those nvidia graphics cards for professional use?

I would not want one of those. They consume LOTS of electric power, are louder, drivers (updates) for these typically do NOT contain those optimizations/ fixes for games that consumer graphics receive.
Workstations generally are not optimized for low power consumption, nor for silence.

Depending on where you live, how many hours a day / days a week it is running, and who pays the electricity bill - workstations can cause a bad surprise.
(from own experience, though extreme case: it ran 24/7, 365d/year. but damn, what a fine computer with good support from DELL it was.)

also keep in mind how old it is and where it has been running all those years - you may sooner or later need to replace fans, and maybe even BIOS battery. extra cost.

and on the other hand: trim/slim down your OS, get rid or switch off services you do not need/ only occasionally. Then current setup may still be serviceable for some time?
