The key is to having her high amount of "Arousal" for sister. I personally just don't let her masturbate, which is bathing with her, and sleep with her. After some time when you get back home she start to masturbate secretly, it's about 100+ lewdness'. To catch her masturbating, her arousal must be more that 50 and lower that 100, when you go to sleep alone. For constant amount of arousal you can drug her with arousal tea....tho it's cheating and i don't recommend that, you wouldn't drug your sister would ya. For me this work even if i don't sneak at night on her, not once. Oh, to see her masturbating you need to check on her when night fall, which is option 2....if you going to just sleep, she pounce on you.
