The problem isn't in the material of incest itself, rather it's lazy writting and poor game design (if any at all). Hundreds of incest games and barely a handful have any intimacy at all, even less are well made.

What happens when people find out and they are condemned by society? Do they have to change names and move away? How will they make it all work? Will she still love and actually support him through all these challenges. Milfy city does it right. The love is not a one way street and the mother has and has had feelings for the mc for quite some time. She sometimes acts on those and goes through therapy to cope. The family is slowly falling appart, yet they want to be together and seek a way in life, where they can be together. There is some progression, but the initiative is in equal parts if not more on the mother's side. They have already had some awesome sex together and this is just the beginning, not the end.
