Tool I've been looking for a good 2D animation software

Hey Guys, I'm a solodev and artist and i've been struggling to animate my scene frame by frame, can you guys recommend a good and easy to pick up software to creat animated loops from 2d stills?

- you can usually find many guides for it everywhere; I'm almost 100% positive it's how people did the animations for most interactive games, like Hypno Appli. I think some use fake 2d with simple 3D models (billboards) and hand painted textures too.

Anyways, regardless of the specific app, what you're looking for is either:
- "2D bone animation" or
- "fake 2D", either as complex
