The sentence is incorrect.
Futanari (Futa) is a sexualized term for a person who exhibits both a penis and a vagina, either in full or partial (also known as a hermaphrodite). Testicles may or may not be present.
As for the question:
A person with only a vagina but identifies as male could be a transman.
A person with only a penis but identifies as female could be a transwoman.
There are other gender identities, as well.
hermaphrodite is the original english word, and while not offensive, it is dated.
"intersex" is the appropriate term rn
edit: oh, and the reply above didn't explicitly state this, so just so you know, an intersexual person may have either a "feminine" or "masculine" appearance. Hentai and lewd art/games just usually tend to sexualize "feminine" futanari
Count Morado is right, but I wanted to add a bit of background. The whole 'futa' thing is complicated slightly by the historical meaning of the term Futanari, which is somewhat related to the idea of 'two spirit' people in first nations cultures. Basically, a lot of indigenous cultures made space in their societies for what we now call trans and nonbinary gender identities, and weren't always as brutally repressive as we might expect of people in the past (though they could be just as shitty in other ways ofc)
Also, regarding the futanari = intersex person thing: there's a frankly shocking level of variation in what genitals a baby may come out with, and before we started doing corrective surgery on intersex infants in modern times, that would just be the genitals a person would have to live with. So it's not really surprising some of our ancestors decided not to be shit to those people. It's not really relevant, sorry, I just thought it was interesting
Sadly, Futanari in common useage these days has become just a porn term for fictional, fetishized, femme-presenting intersex people with what amounts to a fully functioning, 'normal' penis and vagina (afaik a state practically unheard of irl), as Count Morado says. Don't refer to real transpeople/nonbinary people as futas, ever. Same goes for 'dickgirl' and 'cuntboy'. You'd have to be a be a complete asshole to do so.

I am in agreement that, in general, intersex is the current term with hermaphroditism being dated. However, intersex covers a variety of situations that doesn't fit the standard binary, including medical/genetic hermaphroditism, but the mythological concept of hermaphroditism (the classic male and female sexes fully presented in one person with functioning genitalia) has never existed in recorded history.
The Futanari definition follows the mythological hermaphroditic ideal, not the actual medical/genetic intersex reality. That was where I wanted to make sure there was distinction - but I didn't include this in the first reply. My apologies.

I just want to say that I appreciate this mature conversation about gender identity, as well as the historical look at biological sex.
I would like for sites that deal with adult content and gender fluidity to become more responsible in their usage of gender identity tags. Most sites have moved beyond the shemale tag (though users still seem to use it when uploading their own content) moving toward transgender or non-binary. It would be nice to see similar with other tags.
I mean, when I searched "transman 0 result" on the HenTai site, I was looking for a specific tag for a male with pussy.

It's been popularized and sexualized by hentai, and is now used globally for porn and nsfw art.
Idk how appropriate of a term it is in Japanese, but yeah outside of Japanese (e.g English) it's exclusively for talking about fictional characters, particularly in a sexualized way/setting (e.g hentai, lewd art, etc.)

To have a name on which everyone agree and that the majority know, it need to be popular enough. And it happen that men with a pussy is too much on the niche side for this.
Futa, shemale, dickgirls, are words that exist because they are improved girls, and therefore appeal to a large public.
A part of the straight male population will not care too much about the dick, focusing on the female parts. Same for a part of the lesbian population. Regarding the straight males population, some like pegging, and the fact that the dick is attached to a girl make it less manly. A part of straight female population will not care too much about the female parts and focus on the dick. Same for a part of the gay population. And of course, there's bisexuals, who have the best of two worlds in the same person.
But who can be appealed to men with pussy ? Of course, those persons exist, but they are a real exception because unlike for futa/shemale/dickgirls, who are an upgrade of the body, here it's a downgrade. Straight males and lesbians would tend to disagree with the lack of boobs, while gays and straight females would probably be disappointed by the lack of dick. As for bisexuals, it's both that would be lacking for them. It wouldn't even appeal to straight males or lesbians who like flat chested girls, because the body clearly have a man built.
