Yes, it can be done. So my workflow to edit is:
1. Download file
2.a - if the file is a WAD, i use Obsidian to get the files out of the WAD
2.b - if the file is RAW i extract the items
3. Use Lol2gltf to create the 3D model from the files.
4. Import the .glb (3D model) file into blender
5. delete verticies, changed texture, etc.. (basically doing model editing)
6. export the new 3D model
7.a - if i have changed the texture i do:
  1. export pdf
  2. convert pdf to dds via paint.net
  3. convert dds to tex via Ritoddstex-1.3
7.b just changed the model, i just export the model as .glb
8. use lol2gltf CLI tool to take the .glb file and change it back into a .skn and .skl file
9. Put all the files back into the mod folder and override old
10. Use the original lol manager tool to create a WAD file via a RAW folder structure

So as you can hear, this is not always just a quick thing, especially if you have to test, and fix bugs. When you have done it a couple of times, it does get faster, but it is still a chore, especially if you lack experience with the tools, like i do :p

there was a gofile link that led a massive file of official skins being overlayed on the base champ, that had near to every skin to every champ, but i think the links been taken down, has anyone got a link similar to it?
