Seeking Level manipulation

Is there any RPG games focused around level manipulation?

Like Level drain and stat manipulation. Or just being aware of it's game mechanics in general or something along those lines?

There's so much art like that in various places that if there isn't an actual game centered around at least the level drain mechanic (that isn't insta-loss type) i would be actually surprised

Yes i know i am being rather picky on this. but i am just curious if there are any like i described
