Open the folder
If you don't see any files with Japanese characters, you have probably extracted the game incorrectly. Use either Bandizip or Winrar with the option CTRL+E (select the Japanese language).
If there are files with Japanese characters though, maybe you are missing that specific file. If extracting the game again doesn't solve your issue, duplicate any file from that folder and rename it
I don't know if you need Locale Remulator to play the game (I guess not, but I am not sure about that).
