anything like that. games with lots of freedom would be best its not really a sandbox if the story is on rails. I've played the above except free cities. couldn't get into it then might try again.

Try lifeplay, you setup the game the way you want it and can even choose different cities to play in. It's abandoned but has a huge amount of content.
