Identify Looking for a game

Looking for a game I played a few years ago, I think it was RPGM. It had a modern setting where you played as a party of three female heroes fighting against an evil organisation with sex combat but I dont think there were scenes outside of combat. The main gimmick were "world rules" you could enable to either help the heroes or the villains.
