I think that I played a somewhat translated version of it.
The game was a 2D fighting action aventure game in which the player character was this black silhouette dude with powers (I think electric powers) who needed to escape from some sort of science facility run by women (Femdom game you could say), I remember the game had a groovy main menu theme. There were different stages with a different boss each, almost similar to that classic flash game called Electric Man 2, the gameplay is similar.
The final boss was this lady with tight black clothes like some sort of spy and long hair (with a strange color, like a mixture of dark blue and dark green.) Her defeat animation was a footjob with boots and with a kick that would make the guy cum.
In case it helps, I recreated that final boss in the game Koikatsu in case it helps. The name I gave the character was Nursing Chief since I guess that was the rough translation that the game had, I suppose it was Japanese to English.
