Balance is usually done after the mechanics are implemented, even the best system in theory will most likely have balance issues in practice.
That's the value of playtesting the game and adjusting the balance as you go, if something is too hard or too easy adjust it.

It is hard to pinpoint balance flaws unless people can actually playtest the game and try to exploit all mechanics.

I will take note of your advice, finish the main mechanics first and balance it later :)
