I played this game a very long time ago but it had the "breast" customization system I had ever seen. 
It used sliders and I think it might have actually been called Oppai Slider and I seem to remember a sequel as well.
If it seems like I'm answering my own question, posting it is helping me to remember.
Anyway, I really enjoyed it and maybe you will too. It's hard to find things over ten years old on most download sites so good luck.
