Either single-player or multiplayer, by stealth, during combat, or defeating the enemy or NPCs. As long as you can take/destroy their clothes and leave them naked or in their underwear.

Games like Skyrim, Albion Online, Senran Kagura, Akiba's Trip, Dark and Darker, etc.

Mods work too if there's any out there.
