Both in Strive for Power and in Brothel King you can appoint a girl as assistant. Depending on whom you choose, she will make your slaves more obedient or she will increase another stat. In SfP she will not punish your slaves on your behalf though, she will just scold them (as for BK, I don't remember).
Pervert Action: Legacy by BBBen features two women that control the other girls, but it's questionable if Rio is actually that submissive towards the protagonist. That being said, she still follows your orders, while Masami is very much submissive to you while ordering most of the other girls around.
Also, in Free Cities you can appoint one of your slaves as head girl, even give her a personal "attendant" to train up for you. All the characters are randomly generated though, and the game is mostly text based.
