You can use mtool for automatic translation. The quality is so-so, but better than nothing, and it will be generally understandable. Alternatively, you can push a request and wait.

You can on a computer. I downloaded them either from here or from torrents, and everything worked for me in the Japanese locale (including through an emulator). I haven't tried it on a phone.
