I'm late, but I'm pretty sure you're thinking of Moon Rhapsody. The demo has an option to choose a blue-haired catgirl graffiti artist as the protagonist, and her bag gets stolen in the intro.
I did find it! But I have 2 more games I just posted, if you could look at those
