If the "sex" is not producing hybrids then they are not actually being impregnated.
To be impregnated means merging of the DNA, 50% from each parent.

If they are producing pure blooded of the "father" then the "mother" is giving 0 DNA and are being used as surrogates to incubate parasites similar to parasitic wasps who lay eggs in spiders.
such a scenario would mean that "male" goblins are actually females and the "penis" is actually an ovipositor.

Why is my Tax income 0? I have the max number of people I can have. *EDIT* Also Spices event still not triggering And I cant get Delia's romance 2 & 3 to trigger is this because I am using a previous save? I don't want to start again.

How many Soldiers have you recruited? I was also trying to max out my soldiers and once you hit 150+ it just destroys your income even on high taxes.

That'll do it. Once you cross 150 soldiers you make like nothing in taxes and if you go even higher you don't make any/actively lose money.

Why even allow a maximum that high that it drains your money that you cannot earn anything? How many regular citizens do you need to get since you can maximize your fields?

I mean the developer didn't even bother to include how much soldiers cost or how much gold villagers or artisans actually bring in via taxes.

Best bet is to cap out at the standard 600 villagers and 100 artisans and then start training soldiers while constantly raising the cap for your villagers.
