It seems to be a HTML simulation game. It is similar to Sim Tower.

The link will not work for others as fm is for your account.

There's a Google translation for the game if you want to use that. To use it, download text.ini from the link below then move it to the LHM_Data folder and overwrite the file in that folder. After that, run the game and click on Text Load near the bottom left of the Options. If it doesn't work, you may have to save and then load the game for it to apply.
