Every translation thread starts with at least one hero giving us a link....you cannot have translation progress without first having the raw file.

Yeah, but for that you need to create a translation request thread (which needs a link for potential translators to check out the game). This one is created in requests and it won't be fulfilled if it doesn't have English version.
