Some of games at the source code disables to access the developer mode, you must only enabled console mode not the developer, only the console, if you insist to access the developer mode too, you must to unrpa the main rpa file, in the game folder, then if you access to the rpy files, find the main rpy file (it could be have a different name in any game) and change that variable, if all of your rpy files encrypted (it meams you have rpyc files), you must to unrpy files and decompile that files to get the rpy files.
So the best way is uses only the console mode.

I don't actually recall - but keep exploring the areas nearby and doing the girls' quests (from clicking "Girls" in the sidebar) and they'll open up eventually. 2 of the 3 new areas just tell you to come back in later versions anyway, only the left-most one has more houses (or anything else).
