Before finishing Amy, you must progress with Veronica first, up to the point you can use blindfold on her.
Nope I've progressed way further with Veronica than the Walkthroughs suggest and I still do not have her panties in my backpack to give to Amy

Has she rebeled against you yet and sat in front of the washing machine have you been to Neon to see if she is not wearing panties at work. If you have done these scenes then the panties will be in you inventory if not then please post your save and I can take a look at it Also what are your stats with Veronica

Veronica's stats should be at 5 arousal and her submission should be at 40. You should have the hint that says, "Bah, there's a lot of laundry...maybe I should tell her to do it." in order to get her panties.

Did you punish her with wearing no panties, as @Sycho and @larry5168 wrote? Did you tell her to wear panties again?

Are you sure Ashley's stats are 30 love and 15 arousal? Because that texting event triggers at around 55 love and 35 arousal. At 30 love and 15 arousal, you should be getting Ashley to sleep with you at night (watch horror movie and go to sleep with door closed) and watching porn in the evening with her interrupting you.
yes tried kissing her goodnight. I am not geting any points for that anymore.
