Neutral damage is fine, most of your damage will probably come from the 4th party member regardless, so just make sure she's not stuck with one attack type, use her personal ability well, and you'll be good.

After spending an unreasonable amount of time looking at the Map165 bytecode (at least I wrote a partial rpgmaker bytecode decompiler in the process...), I think it might be a bug - variable 1004 never gets set to 5, which is how much's required to progress further in the quest.
EDIT: If I alter the script to set it to 5 in the right place, I can progress further but the game freezes once that quest starts. So I guess it's unfinished?

I think it's just bugged (still, in v1.08) - I can't see it heal Lilili in battle at all. Looking at the events I only see one mention of that skill and it seems to never be called. So I think Rare Swindler does nothing.
EDIT: oh, and cool fact: based on code analysis, I believe Mea's skill "Potion Recommendation" also increases the amount of items harvested from a bunch of sources. See for example common event 332 '採取' (harvesting mukimugi/tabere grass points), where it increases the number of drops from 4 to 5. And for mining ores it seems to double the yield, though I haven't tested it yet.
