You get it when you get the Feed move when on a dinner date with Meami, but to to actually use it, you gotta select the bottom option when talking to Phoebe. It only shows up if you pick the choice where you talk about how Phoebe's ex's new gf seems to be good at giving head.

i cant talk with maemi with 75 stamina. I did the car quest and everything but i cant trigger the talk mission. What am i doing wrong? It just says that I cant talk yet.
