Someone you defeated in the insect battle in the secret base will give you swimsuit, I think it's the third one.
Then if you have one just go to the place where the cow is and lower right side of the map there's this some kind of dock and just walk through it to the water it will automatically swim

wait, look, i already equiped the swinsuit, but when i try to go to the water dont work, i was go to the dock too but dont work

Imo, just save edit your bug w/ high stats then clobber each Musi/bug battler 4 times and that should basically unlock most things.

After that, it's just visiting locations at specific time such.
