That is correct, Kemono currently had issues with Fanbox for some weeks (joining Fantia which has been dead for some months).
Patreon had a similar case a while ago for about 2 or 3 months but it doesn't sound good for Fanbox for now.
That said, that doesn't prevent someone from buying on Fanbox and uploading it elsewhere.

There have been a few times where it took a bit longer, but not by much.
