I'd say your tear ducts are either turned off or are corrupt.

Could be some sort of morph not playing nice, maybe. If what clowns234 said isn't the issue, then I'd try another pair of eyes from another figure (make sure they belong to the same generation of figure).

How do I do that

The tear ducts, like the lashes or the clothes, are accessories to the model.
Expand the model in your Scene tab.
Example: 'Genesis 8.1 Female Tear'
