The developer is にじいろばんび or rainbowbambi, they've made a few other loli games. Apart from NEET though the only one with a English fan translation is Ecchi na Kanojo Natsu.

There's a official uncensored English version of NEET now, not just the fuzzy JAVPLayer fan edit. But again it was banned here. Seems it wasn’t added to the banned list though, and it's getting rechecked. Considering some of the games seemly allowed since it could possibly pass, but as that linked post says for cases like this (and definitely banned games) do not ask for or give links. A decensor mod for this would contain the images and videos with the elementary school girl.
