It means that your system locale is not japanese.

How do I change my computer to Japanese Encoding?
If you use Windows 8:
1. Go to the Control Panel
2. Click on Clock, Language and Region then Region
3. Click on the Administrative tab
4. Click on Change System Locale
5. Select Japan (Japanese) from the drop-down

Follow the steps below to set up non-unicode language in windows 10
1. In search tab type "Region" and press enter.
2. In new window select "Administrative"
3. then click on "change system locale"
4. Select the language.

Hope it will help

BTW if ther are savedata included delete em
1) Go to /savedata/ inside the game's main folder
2) Delete "datasc.ksd" and "datasu.ksd"

i really dont know the engine but i think it is an RPG engine.

Change the system Locale to japanese OR use NTLEA or AppLocale and run the game as admin in Japanese.
