So the game assumes the default is that the player chose to keep using condoms in all routes. So it Could be a bug that made the game not remember your previous choices. But my guess is that you might not have loaded the right save or skipped around chapter wise. That's how It happened to me, I was skipping around in memories and not using my main save file when I ran chapter 28 and got that line when I otherwise should not have had I been using that save.
