Interesting art style, although neither the girls or the race are to my taste.
Anyway, this overview looks like the plot of a dystopian setting (therefore, a tag). Is it not? Haven't played it yet, but even the previews show all the signals pointing to it.

This definition is pretty specific, IMHO. If I'm not mistaken, even 1984 and Brave New World would fall off it, and such works are practically symbols of what people understand as "dystopian". But as I said, ok.
That's not the first time I've seen the tags' rules being "imperfect", but sometimes they change, and other times, they have reason for lack of change. Maybe if it was written in another way it would risk including any dark fantasy in it, just because many people think "bad world = dystopian", while other works would fall into it even if they were about pretty chill worlds, like some versions of "cyberpunk"/sci-fi here that's actually just an excuse to have fuck cyborgs in a horny utopia.
Also, I would have to actually play the game to judge it, instead of just overview and preview. Maybe you are indeed wrong, and this game has a hidden lore of this world of harpies actually being this way because of a cataclysm, and this cataclysm was the great orgy of 400 years ago, where all the harpies in the word decided to have drunk flying rough unprotected sex, and since this is dangerous as heck, there was obviously too much deaths of harpies falling from the sky as if they were nuclear bombs. Almost all of them died, and the society of today is the descendants of the survivors who thought that the problem of "flying harpy drunk rough unprotected sex" is on "flying harpy".

I find it kinda hard to tell what the game is about, neither the description, nor the images, nor the Dev note, really give any relevant info, aside from the fact this has a fairly unique art style & takes place in a fairly dystopian looking setting. But what is the actual game about? Do the players have control over which kind of sex scenes they see, which kinds of characters they wanna pursue, can they avoid getting intimate with male characters (or female ones for that matter, for those who don't like girl on girl stuff), does this game have (unavoidable) NTR? It's impossible to tell imho.

Human kids: *told it's impossible to fly, they try anyway despite lack of wings*

I would question the suggestion that "everyone has wings". What they have is feathers coating their arms. I think Ostriches would have a better chance of actually being able to fly than them.
