You have to right click and select "update to html" sometimes you have to tell it the encoding as well in the menus. Bedlam's sight has a whole page on RAGS support you should find the specific directions for this near the top.. I think it's been a while so I don't remember the specifics, sorry.

edit:Oh you linked the page! it's in there, search for "html" or "encoding" for the fix

You probably also want to right-click the text-window and set Encoding to UTF-8.
