It's their homemade engine. It uses tad files for image packs and stores all text as hardcoded UTF-16LE strings in the exe.
I have a Python unpacker for tad files that I wrote for one of their older games, if anyone is interested:

Nice I saw some places where you could download it on some other websites but I don't really trust any of them and even if I did it would have taken forever to download. I think I'll just wait until it's shared here
