I'm not positive, but I believe this site only tags "netorare" with its Japanese name, which is when the protagonist's love interest is stolen, and not "netori", which is when the protagonist steals someone else's love interest. Those games get tagged with "cheating". This is a "netori" game, and so it has the "cheating" tag.
