Personally, I don't think that character looks that young. He is short, but looks like the typical teenager in the face. 2D and drawn art are generally looked upon more favorable too. Rule 7 stuff is mostly about 3D art.

Theoretically, you would could make a very young looking 3D girl and give her some pubic hair and it would be permissible. The hair is a sign of puberty, which would make her legal under Rule 7.

Character could be Hogarth from Iron Giant. If thats a teenager, they're 13.
