There's programs that allow you to layer and stretch 2D images to create an animation without needing multiple frames. Dunno the details or which one the dev is using, but these softwares have been around basically since Flash Animations were a thing.

the ones that are industry standard nowadays are live2d and spine2d, im assuming theyre using one of the two but if i had to guess its probably spine since thats what they use for most of these moving single image type animations nowadays
