Yeah more or less you have to have a negative experience at Qiu's house and sort of get into an argument with Baxter/Darren while you're there. If you started from Tamarack's house that's probably why you didn't get the argument.

The new Happy New Year post from GB says that the game might be delayed until 2026 instead of 2025, or step 2 moments might be shortened. It's not certain yet, but if so, I personally would rather it not be rushed so we can experience the game fully (and so GB can take their time)

The main reason from their post is that GB wasn't confident in their writing for the step 2 moments portraying it well so they were overthinking. Which led to the amount of work they wanted to be done by 2024 didn't get finished (though it was only by a moment and a half).
P.S. What I'm reading from is on their Patreon for anyone to read if you want to know more (I'm not that good at explaining)

Ah I didn't read the patreon. I always forget that people also, put publicly viewable stuff on there. You summarised it quite nicely. Thankfully the reason is nothing too bad.
