A little search suggests that you either have required port already in use or there is something about local IP address being incorrect. I doubt the second one.
But I have no idea which port does bepinex use to download it's libs

Update: Crack works now, I downloaded version 6.0 of the .NET Desktop Runtime as mentioned by Eugene and it worked.
