You can't grind your way through the relationships; they cap out at 25/50/75/100, and in doing so unlock a new primary story sequence (after which you can now grind to the next tier). Sometimes you need to advance other girls, or spend some time relaxing with them (sunbathing with Maria, smoking with Raven, etc).
