SKA has this, though it's not as open-ended as KP or SR nor does it have battlefuck. There are fetish levels (exhib, masturbation etc.), and body-part levels (mouth, vag, anus, ass, tits) as well as Perversions (e.g. drinking cum). The levels are increased by doing scenes, especially if you do them with 0 willpower. But this is where is the limitation comes in, because most of the scenes are one-off, not repeatable. It's possible to never have penetrative sex (if that's what you meant) but if you get a lot of Corruption (which comes in part from H-scenes) you'll eventually have to take mental changes that lead to sex with the BF and IRL H-scenes in general. Though it can be postponed for a long time if you manage it well.
