Don't mistake 96% coverage for 96% censoring, the legal definitions are more lax than you'd think and i would expect far less than 1% of the overall porn content to be even vaguely effected, your far more likely to come across censoring in the UK in piracy than in porn, but hey what is Tor for?.
Us Brits tend not to worry that much about the grey area content, just the very most extreme that is legally considered harmful, while i don't doubt this is true everywhere the one that is going to get you caught is underage content, GCHQ doesn't piss around, you expect a knock at the door pretty quick for that one.
