Reunion has a female character with pixie hair (have to choose to change her hair to it as she doesn't start with it). Jada from Bad Memories had pretty short hair as well. If you like 2D games then Love and Sex Second Base has a 2 or 3 short hair ladies in it. Also S.H.E.L.T.E.R. one of the sisters has short hair along with the option of giving your sex bot short hair.
