He's a stubborn and greedy old man who is all about "ME ME ME"
He doesn't like to give any control to others, nor does he want to give them a share of the cake, which is why the development is so painstakingly slow. Even though monthly updates are impossible for him, and he knows every update takes 3+ months, he still wants to do everything by himself and doesn't even consider that he could use another pair of hands to speed up some of his easier and more basic work.
If he were a good artist himself, I can bet he would've kicked out his current artist so he wouldn't have to give him anything. Thankfully for him, the artist is paid on a job-to-job basis, so he isn't involved most of the year.
The reason for slow updates is that Pizza Hot is the dev's golden goose. There is no certainty that his next game will do as well as this one, which is why he is not motivated to complete the game. He says it himself; he will not abandon the game because it's his paycheck... Why would you complete your project when you can continue at a snail's pace over the years and continue to earn money the whole time?
Unlike working in a corporate job, where there are deadlines, accountability and one can get fired for poor performance, alongside showing up in an office 8 hours a day; absolutely nothing applies to these porn game devs.
