This is just the ips patch. You need to apply it to a pkmn emerald rom. Here's the instructions from the creator:
Steps for PC:
-Extract the file
-Go to
-Put your vanilla Pokemon Emerald ROM in the ROM file section
-Put the .ups patch in the patch file section
Enjoy! Previous save files will work if you rename the save to the ROM file

I use an old EZ-FLASH cart thats kinda falling apart
The newer ones that work with a DS, have rumble, extra ram (thats only used for dsi browser), etc that makes them kinda expensive ($100+), youd probably be better off trying to find some homebrew like GBARunner2

Anyone know How to get the Lucarionite? I'm scouring all over Mt. Pyre but can't find it
v0.6.3 changed it. Lucarionite was moved to Meteor Falls. Banettite is found in Mt. Pyre instead.
