Does anyone know if its currently even possible to catch Latias/os? Given that eggs are currently broken, I have the feeling that all movement-related events are currently nonfunctional, as I've never had this much trouble getting them to spawn before.

I don't know sadly but yeah a lot of Spawn change that's why some Pokemon don't appear like lapony and many others I guess because either Sprites are not ready or the mod author changed it

I have a sneaking suspicion that, at least on the current version, they aren't. At least not the normal way. Thanks to emulator speed up, I've gone through enough encounters to get three shinies, and haven't seen the Latias. Can't imagine its been changed for sprite reasons, at least, since that hasn't stopped any other pokemon.

Yeah I got a male numel with curse, which is compatible with Rhyhorn, but my problem is, the Rhyhorn offspring is hatching with 4 moves (Horn attack, Tail whip, Fury attack and scary face), moves that belong to Rhyhorn learn set but at higher levels, and numel only has curse. Any idea?

Yeah, that sounds like the default learnsets were adjusted. That shouldn't be the default hatched moveset for Rhyhorn in gen 3, I don't think, and if it's consistently that moveset after hacthing then it seems like something broke when learnsets were adjusted. Kinda sounds like egg moves probably won't work for any mons with altered learnsets.

Hit whatever button you use for Menu in battle, choose a move to use, watch sprites change

You can only capture Latios/Latias after the Elite Four. You need patience, but it's possible, however they don't have sprites so it's only for completing the Pokédex.

meowth doesn't have sprites just yet, you can trade for one with a woman at the battle frontier

so basically vanilla emerald,great,by the time i get it the game is mostly over

Yes, but it seems like nobody is 100% sure how many of them work properly. The base game is the same, and so a lot of the codes are as well, but since things have been modified not all of them will work. Just a matter of trial and error to figure out which work and which don't.

If so how do I get them to work?

Depends on how you're playing the game. On OG hardware, you need an action replay or gameshark, but on mGBA it's under Tools>Cheats. If the codes work, they should operate identically to how they would in a normal, unmodified version of emerald.

I found a scribd text that supposedly had all the changes for the game, and it said the Lucarionite was in mt pyre but I went there and found a banetteite instead, where is the Lucarionite, or is the banetteite I found the Lucarionite but incorrectly named.

The Lucarionite is in Meteor falls (the cave where you find Bagon, but not in that same room). You need waterfall to get it.

This was correctly stated in past versions of that document, don't know why it got changed to an incorrect location. I only found it because I vaguely remember seeing it there, and the current info didn't make sense because of what you mention.

You likely found an onld version. Of the changes. Before Banetteite was added to the game Lucarionite was in mt pyre. Now it's in meteor falls as aradan3 mentioned

Yes u can. I went to weather institute back and forth and looked for them in the grass near with repel trick. Appeared after 3-4 min of searching
