No, it's the effect of delcatty. You can do the same thing if you get one with the hidden ability. The goal is to find a way around it.
I should clarify. That was the result of the first fight. After 3 or 4 moves, then I started to miss moves.
I figured, okay, I'll just reload and come better prepared to kill Delcatty quickly. So I reloaded, and then EVERY move missed from the start. No build up whatsoever. That seems buggy.

Can't speak for anyone else, but walking into a fight and having all your moves miss automatically isn't fun. There's a difference between providing a challenge, and being completely fucked if you don't have the handful of moves that can't miss, on pokemon that can actually survive against and actually kill the opponent. For a casual player of the MSGs at best, it completely killed my motivation to continue playing.

have to say it does seem like the fairy type is being a bit overused in the hybrids. Can i also ask what on earth have they being feeding that golurk in the dungeon. Some how he out speeds everything and almost one shoots everything.

trying to but dont knowhow to open the debug menu after modifying it and opening the game
One of the f keys while in the overworld, pause menu has an option called debug, plus the pokemon menues(the ones while inspecting your team) has some options as well. Its built in Pokemon Essentials, which has the debug hard coded in, and the PE wiki has a page discussing debug mode if you are still lost.

IIRC that version is part of V1.0 that is planned for "a couple of months at least", due to a whole revamp of the game, including updating to the latest engine version. So, a while, sorry to break it to ya. Dev might add her to an update before then, but she was made for the big engine update again iirc.

I'm soft locked in the flower shop on Route 104. Spoke to the new NPC who gives you some berries, then the other NPC who gives you berries walked up and now she won't move and is blocking me from the exit. Is my save file fucked or can I escape somehow?

Unless I'm missing something, this new dungeon really needs some improvements. It's a gauntlet of 8 trainers in a row without access to any healing beyond consumables, running around in the same monotone maze in order to reach the interesting thing: the boss.

It'd be okay if we only had to do it once, but you have to do this repeatedly in order to see all the dungeon bosses. Even that might merely be tedious, but I've done it two times now and gotten the same boss twice, so you can also get fucked by RNG. Really like the game but I ain't touching that dungeon anymore without some QoL.

So for the dungeon, after you beat the trainers on the third floor, make a save. That way you can constantly reload the fourth floor if you're getting a repeat of the boss you don't want. I did this when trying to find Hecatia so I could get her egg. Aside from improving the overall dungeon, I would say the boss encounter rng needs to be tweaked a bit too, because even though there's only three of them, I don't know if I was just really unlucky or what, but encountering Gal 42 times (I kept count) before even finding the other two was really annoying. And even then I only ran into Cynthia four times and Hecatia once out all my attempts.

Honestly I barely even mustered the motivation to do it twice, nevermind all of that (game crashes when I f12 so reloading is awful). Still though, thanks for the tip, maybe someday when I'm really bored.

Right click the shortcut > Properties > in the target box add ` debug` to the end of the target outside the quotes and without the backticks > then launch the game.
One of the menu options should now be the debug menu
Under field options you can warp to T4, you can also change which boss appears on the 4th floor either through variables or switches I forgot. But the name is like T4 defeated or T4 appears or something.

Hey thanks, this worked! You can adjust which boss appears under Switches, TR [Boss Name] in the 600s. I'm pretty sure it's the same scene as Cynthia/Hecatia already had though, so for anyone thinking of doing the same, it's not really even worth the hassle.
