I'm in the Cliffshore City and I can't get the Flash HM because the NPC keeps telling me that I'm already naked. It seems that he's the only NPC, because PokeMart employees still buy and sell to me.
Edit: It works just fine after moving my files to 2023 version, although loading time is a little bit longer, however I won't change it to fixed because maybe someone will know how to fix it on the 2020 version, since someone may be looking for a solution and they won't be able to change their gane version to the newest one.
